Project Value

Officially designated "New Sewer Lines – Southeast Mesa," this City of Mesa project delivers parallel relief sewers along Pecos Road, a four-lane arterial in one of the fastest-growing corners of the city, south of Mesa Gateway Airport. Selected by the City as prime consultant, our team is analyzing and designing approximately five miles of 18-, 21-, 27-, and 36-inch relief sewer, including the Rittenhouse Phase 2 line and the Pecos Road relief sewer, together with an additional 1,000 feet of 24-inch bypass line and a future diversion structure to handle buildout flows. The corridor crosses two municipalities and easements held by the Flood Control District of Maricopa County, SRP, and homeowners associations, and the project is delivered under a Construction Manager at Risk (CMAR) model.

The most significant value our team brought was rethinking how the system works. Rather than continuing to rely on an existing lift station and force main, we redesigned the system to operate by gravity flow, taking the lift station out of service and improving long-term operations while reducing maintenance needs across the corridor. Our work began with subsurface utility engineering and an alignment study to evaluate alignments and identify conflicts before design advanced, followed by workshops with the City and CMAR to reach concurrence on the alignment, sewer profile, and major intersection crossings. Design proceeds through 30, 60, 90, and 100 percent construction documents and specifications, including metering stations and lift station decommissioning, with cost opinions and review of the CMAR's guaranteed maximum price.

Because utility conflicts were identified as the project's highest risk, coordination is at the core of our work. We maintain a utility conflict matrix updated at every submittal, run a targeted pothole program, and coordinate relocations with nine private utility owners, including SRP, Southwest Gas, and El Paso Natural Gas/Kinder Morgan. Our team also supports the intergovernmental agreements between the two municipalities and secures 404 permitting and approvals from the Flood Control District of Maricopa County, RWCD, the Town of Gilbert, and Maricopa County Environmental Services. Construction management and administration continue through construction, which is scheduled to begin in spring 2026.
