Project Value

At the northeast corner of Riggs Road and Ellsworth Road in Queen Creek, Arizona, the Fry's #693 center transformed former cotton fields and cattle-grazing land into a 40-acre anchor retail development with a Fry's grocery store, shop buildings, out-pads, and a Fry's fuel center, surrounded by new single-family neighborhoods and developing commercial property. Our team has supported Fry's at this site from the original development through later improvements to both the grocery store and the fuel center.

For the original development, our team delivered the full on-site and off-site design, including the drainage system, sewer and water utilities, sidewalks and ADA compliance, a traffic signal, and landscape improvements. A major part of the work was off-site: extensive half-street improvements to Ellsworth Road and Riggs Road built to major arterial standards, coordinated with the Maricopa County Department of Transportation, producing a fully coordinated anchor retail and fuel center development with upgraded arterial frontage. Construction followed in 2022.

As the store's needs evolved, our team returned for targeted improvements. A Minor Site Plan Amendment nearly doubled the grocery customer pick-up area from eight to fifteen spaces, replacing a landscape island with a pedestrian crosswalk connecting pick-up customers to the store entrance and relocating a fire hydrant into a new planter; because the changes stayed below the Town's 10 percent threshold and did not affect coverage, setbacks, or parking, the project qualified for the simpler minor amendment process. Later, our team prepared the final civil engineering and electrical plans to add a diesel exhaust fluid (DEF) dispenser to the fuel center and managed review and approval by the Town of Queen Creek.
