Project Value

In northwest Gilbert, where Cooper Road runs from Encinas Street down to Baseline Road along the City of Mesa border, our team is leading a major reconstruction of a key arterial for the Town of Gilbert. The project delivers full-depth pavement reconstruction of about three-quarters of a mile of four-lane roadway transitioning to six lanes, replacing deteriorated asphalt and adding new dedicated right-turn lanes, traffic signal improvements supported by a traffic study, sidewalk and ADA ramp upgrades, and drainage design to eliminate standing water along the corridor. At its core is the replacement of an aging asbestos-cement water main with approximately 6,000 linear feet of new 12-inch ductile iron water line.

From survey and roadway design through construction administration and utility coordination, our scope reflects a comprehensive approach to restoring and modernizing the corridor. A major value-engineering effort centered on the asbestos-cement main: rather than removing it entirely, which would have significantly increased disposal and permitting costs, excavation limits, environmental exposure, and safety risk, our team recommended safely abandoning it in place and installing the new main along an optimized alignment. Optimized pavement sections and materials reduce both construction and long-term maintenance costs, and the drainage redesign corrects problem areas that had caused pavement deterioration and blocked pedestrian routes near a high-profile church and school.

Our staging and traffic-control strategies keep businesses, neighborhoods, and school and church traffic moving with continuous access throughout construction, and photometric analysis supports corridor lighting. The design reached 90 percent completion two months ahead of the submittal schedule. Work began in July 2024 and remains ongoing.
